Willoughby has more concrete strikes against him, seduction, abandoning Beth, and deception.
Wickham also has some fairly heavy charges-slander, deception (lies about Pemberly) and I think he would have abandoned Lydia eventaully if Darcy hadn't stepped in.
I think the most important consideration is their general propensities to selfishness and self gratification at the expense of others. This places them about equal in my eyes
