Deep mourning

In Emma, JF and FC have to wait at least 3 months after the death of his aunt (who raised him when his mother died) to get married, because that was a time of "deep mourning."
About Queen Victoria, etc.,--are you sure about the two year widow mourning period? In GWTW, Scarlett was supposed to be in mourning for several years for her husbands, but that was in Victorian, not Regency times. Perhaps the rules of public mourning were more relaxed then?
