Lucy might have been exaggerating, but I don't think it would be very much because Edward admitted to Elinor at the end of S&S that the engagement had been formed when he was young and idle. He hadn't met Elinor yet, and had no superior women to compare Lucy to.
Four years IS above a twelvemonth and Lucy and Edward might have decided not to say the complete length of there engagement.
