Manners are of more importence than laws. Upon them, in a great measure, the law depends. the Law touches us but here, and there, and now and then. Manners are what vex and soothe, corrupt or purify, exalt or debase, barbarise or refine us...They give their whole form and colour to our lives. ] This is an ongoing debate. There are some who see the policing of hurtful speach on college campuses, or the over-extent to which some harrassment policies are used, as an attempt to achieve through laws and regulations, what should be done through manners and politeness.


The problem is that law is by its nature, asverserial and a good many of life's despute are beter settled outside of the arena than within the arena's bounds. By the time the law comes into play, the damage is done and the process leaves little room to mend wall which have been broken.

This is why every culture that fucntions on Earth has manners.
