Manners are of more importence than laws. Upon them, in a great measure, the law depends. the Law touches us but here, and there, and now and then. Manners are what vex and soothe, corrupt or purify, exalt or debase, barbarise or refine us...They give their whole form and colour to our lives. According to their quality, they aid morals, they supply them or totally destroy them.
This is an ongoing debate. There are some who see the policing of hurtful speach on college campuses, or the over-extent to which some harrassment policies are used, as an attempt to achieve through laws and regulations, what should be done through manners and politeness.
