Question on introductions...

Dear Ladies-in-the-Know:

A group of "Persuasion" lovers has a question concerning making introductions.

When Captain Wentworth encournters Anne Elliott in the tea shop, they are interrupted by Mr. Elliot. Nobody bothers to introduce Mr. Elliot to Captain Wentworth or vice versa. I know that it wasn't Anne's place to do this, but wasn't it Mr. Elliot's? Or am I nitpicking?

It simply seemed strange to us that Mr. Elliot comes in and sweeps her off without a word to the Captain. Who dropped the ball here?
