Interest on capital.

What was the percentage interest that would arise from capital?
When Mr Collins proposes to Lizzy he says that she has only 1000 pounds in the 4 per cents - ie 40 pounds per year.
I thought from something I've read (but which has totally slipped my memory so I can't look it up) that 5 percent was the normal annual rate.
While we're on the subject, would inflation be taken into account?
