About 100 years before this, the situation was just the same. In John Wain's Samuels Johnson (a wonderfully written biography, BTW), Sams' mother is quoted as describing the footpath as being higher than the road on the London streets, and that the most high-ranking were supposed to go to the wall, away from the traffic. This was cause for a great deal of jostling on the part of pedestrians!
