] After I wrote my response, I did what I should've done initially: looked it up in Brewer's Dictionary of Phrase and Fable. Here's what it says:
] To whistle down the wind: to abandon; to talk or argue purposelessly. From the releasing of a HAWK down wind.
I've always thought the expression is a bowdlerised version of the expression "pissing down the wind" - futile, and likely to rebound on you.
