Whistle Down the Wind

After I wrote my response, I did what I should've done initially: looked it up in Brewer's Dictionary of Phrase and Fable. Here's what it says:
To whistle down the wind: to abandon; to talk or argue purposelessly. From the releasing of a HAWK down wind.
Interesting, isn't it? The second definition puzzles me. I didn't know the phrase could have that meaning.SuzanneR
