Actual "English Country" Dance instructors might be a little hard to find. However, unless you're a real purist, "Contra" Dancing might be close enough. They usually perform very similar, if not the same, dances, just with a little more action among the passive couples, and other slight changes. Contra dancing is much more common, so you'd have a greater chance of finding one (just try a Search and you should find several pages on the Web). Sometimes "Traditional" Dance Societies also know some, or know of someone, who can teach the basic dances.
As far as whether or not one can "dance", there is little cause for concern. If you can walk, and know your right from your left, you can pick up a simple dance very quickly. It might not have all the grace, or be at the advanced level people of JA's class might dance, but it will look like Country Dancing.
