Just to expand upon and clarify this subject: Although the income tax was instituted in 1798, it did not go into effect until 1799, according to the introduction to the Carrington diaries. John Carrington was an income tax collector who lived in the village of Bramfield, near Hertford. Another interesting note found in the preface is that the first census in England was done in 1801.
