Hobby Horses

I recently saw a picture of a thing called a Hobby Horse- sort of a precursor to a bicycle. It had no pedals and was scooted along by foot. In the background of the picture there is a woman riding one and she rides it astride, which, by looking at the thing, is probably the only way one could ride it, but I thought it interesting that women were allowed to ride it at all considering they had to be astride. I suppose it all has to do with the same reason that women could play a cello but didn't play the violin.
Does anyone know when the hobby horse was introduced?
