To L and T indexMishel, the Welsh Kilt is plain, not Tartan , and saffron-dyed.It is as traditional as the Scottish Kilt, just as old, if not older,just not so well known.The ruffled shirt and velvet or wool jacket worn with a Scottish Kilt is actually mid-eighteenth century normal dress, so could be easily adapted to your requirements.
