English Titles of Nobility

In Jane Austen's time, were titles of nobility given out becuase of deeds people have done. For example, how did Sir William Lucas become a knight? I know that some were hereditary. Thanks for any help you can give me, I was just curious about this. Also, about how many people of that time period actually held titles?
