] I seem to remember seeing something on public television (possibly as long as 10 years ago) about the discovery of a dreadful meningitis-causing bacteria in the waters at Bath.

The answer to my own question is that there has been NO bathing in, or consumption of, the waters at Bath since 1978, due to the presence of the killer bug. Apparently, there are plans for a bigger, newer, and rather high-tech "bathing establishment" to be built there, but the completion date is some years off.
