Ann, this is far off the Regency era, but I sat bolt upright when I read this sentence. Please explain, where/why is it 'not proper' to put one knee over the other? Did I misunderstand you somehow? What is wrong with crossing the legs (i.e. put one knee over the other), nowadays?
I agree it may not look good with every kind of dress, especially short skirts, but "not being proper"???
