As was pointed out, 1795 is not technically the English regency, but the Directoire/Empire/Regency periods all have somewhat similar women's fashions, and are collectively sometimes loosely together called the "Regency" (see this file for period definitions).
1795 was near the beginning of strong Classical influence, and what you want to call them might depend on what style they're in...
