A question on gloves etiquette

In P&P2, gentlemen doesn't wear gloves and ladies sometimes do es and sometimes doesn't. For instance, at the assemblies ball, Jane and Lizzy are wearing them, but not Lydia or Kitty. Which were the critieria followed?
