That recipe looks remarkably like what is called Theriac or the vinegar of the 3 thieves in DK. It was recommended during epidemics and the story (hardly history) is, that it was invented by 3 thieves during the Plague in the middle-ages. The Vinegar or Theriac enabled them to go into houses that were contamined and to steal whatever they wanted without getting sick themselves. They were caught, but got off the hook by sharing their secret recipe with the authorities.
Later on it was used during various epidemics (Yellow Feber, Spanish Influenza) at least in DK.
The recommandations for use in your post could indicate a similar purpose.
