---shire

This question was raised in the Pride and Prejudice board, but I thougth I might get more answers here.
I have noticed that in the Jane Austen books, and other books of the nineteenth century, do not name towns, they always put a dash. As in "--shire." Why didn't the writters name a town, or make up a name? Why did they have to put a dash before the shire?
