The married sister wears it, the single one does not. Charlotte wears them when she marries but not before. As far as I noticed, the only married lady that doesn't wear one is Lydia, but she is no example as to propriety.
However, can anyone imagine Lizzy or Jane wearing that horrid stuff? I guess that is why PP2 ends at the weddding! ;-)
