Yes, but he did institute a great many reforms, stimulate a lot of scientific investigation, build a brand-new road network,and a lot of other things. I think this is what Phil meant by his "Napoleonic Code" comment. The code was a legal system that was really quite advanced,allowing women considerable legal rights, and permeates French Law even today.You can blame Napoleon for the Metric system,for school uniforms, all kinds of things, if you really try. ;-)
