JW: The kissing in public shown was at Portsmouth, and therefore presumably with sailors either departing or coming ashore--which would not provide a precedent for polite society!
There is also a scandalous (!) story about Georgiana, Duchess of Devonshire, a passionate Whig partisan, who is supposed to have swapped kisses for votes in an early 19th century election. But showing affection in public was generally regarded as a bit low-rent.
