According to the Jane Austen Info (thank you, Henry),
Purchasing a "common license" to marry frees one from the necessity of proclaiming the banns, while a special license (which permits the wedding to be done at a time and place other than one's parish church in the morning) must be obtained from a bishop. Because of its expense, a special license is a prestigious status symbol among those (such as Mrs. Bennet of Pride and Prejudice) who are impressed by such things.
