I seem to recall reading that the tradition was started
in Bath by one of the MC's at either the upper or lower
rooms, he issued a decree for his ballroom that siblings
cannot dance together and that no couple could dance
more than two dances together at one ball.
These rules became fashionable and were generally
used at any "fashionable" ball
