I can't cite my sources, but I am almost sure I remember that people (women especially) were allowed the option of bathing inside these "machines". The wagons were pulled into the water, and the individual (sometimes in the nude) cavorted inside. The wagon provided protection from the sun (tans were not socially acceptable in those days) and from onlookers.
