Very likely, I think, given that most costume designers (up until about the 1960s, and some even then) designed period clothing reflective of current fashion. Edith Head is a prime example. Her clothing always looked 1950s! Beautiful, but very incorrect.
Makeup is another clue. Those 1960's historical movies always make me smile with their very "mod" makeup and hair!
