Your question brings up a few quick comments and questions. The first being, how sensible are todays fashions, or what people will do to be "fashionable." High heels, for example, have always seemed to me to be extremely impratical and uncomfortable; but they are deemed a necessary accessory. Not to mention how some people refuse to dress appropriately for the climate (this from Canada).
The other aspect of myth building is how they get started. It's the old problem of the historian that people rarely write about what is common to them. People will record the unusual or unfamiliar. Thus, wet-muslim is mentioned as a shocking or tittilating [no pun intended] experience. People then find these unusual comments, and apply them as "gospel truth." I've found some of the most revealing details pointed out by foreigners, or simply mentioned in passsing (often frustratingly so; "tell me more, dammit!!].
Not being myself inclined to wear female Regency clothing, I can't speak from first hand. I would think those who have done so, on a regular and day-long basis over a few years, can probably give you a fairly good idea. This is one of those things you take a few bits of information and add a lot of common sense and advise from those who have "been there." It might not be 100% accurate, but it would give you your best answer.
