So if people are just drinking beer (and stronger stuff) the way we're told we should drink water today, then there MUST have been alcoholics everywhere!

I don't have any specific source for this, but I have heard that the beer that they drank then was of a very low alcohol content and some, called 'small beer' was diluted. It was a common practice to dilute wine also, but I think that was because they were trying to 'stretch' it. The daily wine was diluted but on special occasions it was drunk full strength.
