You don't get one automatically except at really classy restaurants. But if you ask for one, there's not usually a problem. In pubs you may be charged for it- I belive it is a publican's right to charge for whatever beverage he provides, even tapwater.( That comes from working as a barmaid in Cheltenham to supplement a student grant!)
