Safer alternative to water?

I'm wondering considering that most water would not have been fit to drink in those days (of course, most people wouldn't realize that it wasn't fit to drink) that alcohol (ale, etc.) was basically a staple beverage.
Is it true that it's still very hard to get a glass of water in England? I remember reading a travel article back in the late 1980s written by an American complaining about the difficulty of getting a glass of water in restaurants, pubs, etc.
