I don't know of any book that I may recommend you. However, there's a "Complete History of Argentina" or something like that by Félix Luna that I'm sure I've seen translated into English. He is good and the book must have some information on the relationship between the British Navy (or just the British) and the Spanish colonies.
I can't remember any date as regards the rubber seeds but I'll try to find out.
Just tell me if I can help me with some information from this part of the world.
I'm always putting questions to this board and I would be but too happy to be able to give some answers for a change! ;-)
