Hair was dried in front of the fire. The fire consisted of aromatic wood/coal, thus adding fragrance to the hair.
I know that incense and certain wood/caol was used in the east but do not think incense was used in England(for hair).
The catalogue of old cosmetic/soap companies always have bits of info available.
