I probably should explain for anyone who lives "outside the Beltway" (the highway that rings Washington DC, home of our often-maligned federal government)!
The Occupational Safety and Health Administration is part of the U.S. Department of Labor. They regulate safety in the workplace under the Occupational Safety and Health Act of 1970. Even the safest 19th C. factories would be "OSHA nightmares"
