Elder son of an earl?

I considered posting this on the P&P board, but decided to ask here first:
What, exactly, is Colonel Fitzwilliam's older brother? How would you address him, or any elder son of an earl? "Future Earl Fitzwilliam?" Certainly not plain "Mr. Fitzwilliam"?
