I have always understood "folly" to mean a stucture deliberately built to look picturesque, with no practical use. Most buildings labelled as "follies" in England were built as ruins, and were never meant to be inhabited. I also assume that they are called "folly" because it was considered by some to be a foolish waste of money. They are certainly not confined to Georgian and Regency buildings- some of the most spectacular are Edvardian.
I'm not disputing Cassia's explanation by the way,which sounds at least as reasonable as mine!
