In the Brown book that I noted in reference suggestions, the author says that the waltz was somewhat slow to catch on in England, although it had been popular in France much earlier. She relates its growing popularity to the simultaneous turning of intellectual focus from community to individual in other areas of society. A bit much to lay on a dance, but interesting nonetheless.
