Could someone please explain this St. James business?

While re-re-re- (etc) reading P&P over the holidays, I remembered something that I meant to ask about long ago. I've never known what St. James' was. Sir William always attends when he is in town, and expects that others of the gentry (?) or nobility(?) would attend as well. But the Bingley sisters looked down their considerable noses at such a suggestion.
Could someone please provide these explanations:
(a) what the place was
(b) who attended
(c) who would not have attended
(d) what one did there
