Just thought I'd add that even in the 1980's U.S.A., many parents were disturbed by their teenage daughters' getting their ears pierced without their parents' consent, and several states actually adopted laws against those who would pierce the ears of children under the age of 18 or so without parental permission (just as it's against the law in many places to tattoo minors without parental permission).
