I found a Page that everyone probably already knows about but...
The Digital Traditional Folk Song Database. It seems to be sponsored by The Mudcat Cafe Magazine. It lists over 6500 songs with words and all of the database can be downloaded.
I've peered at a few songs and all of them had a little something written about them, not the dates but often with enough information to date them. They are not all English.
