The Militia

The militia was formed in order to protect the English against the French. The British and the French were still very much at war during this period, and at the end of P&P Napoleon's first defeat in France, and exile on Elba, was still several months away. Waterloo was still about a two and a half years away.
That there was never an attempted attack on Great Britian by the French added to the attitude among many that the militia was useless. The paraded around, occasionally helped to keep the peace, looked sharp in their clean and shiny uniforms, but were never at any real risk.
