(Again) St. Domingo?!?!

I posted this on the Persuasion board, and they told me to come here (at least, that's what they seemed to say. So here I am, still needing to know.

I must ask this question to one and all. I am in the middle of a story w/Frederick and Anne, and I need to know the history behind this. I have found some out, but enough to confuse me and not enough to make it straight. This is where I found it in the book:

" . . . a Captain Frederick Wentworth, his brother, who being made commander in consequence of the action off St Domingo, . . ."

What?!?! I have established that in the year (180)6, St. Domingo (a city of the Dominican Republic) was under the control of Napoleon, and he retained control of it until 1795 until 1809. I guess Frederick gained honors in a battle there, but . . . what else?

Please inform this sadly confused writer as to this situation. Thank you all very much.
