] Perhaps the comment on being a gentleman refers more to the Admiral's generosity towards Sir Walter, in that the Admiral knows that the baronet is taking a step down, and wants to leave the rights of the manor in Sir Walter's hands. If he doesn't care much for shooting anyway, then there is no need to add to the uncomfortable position the Eliots are in by asking for the right to shoot on the land.
