Yes, but his term ended in disgrace...read the book, or look up Bligh on the net to get details. This was an extraordinary, though thoroughly dislikable man.
PS: The novel has Fletcher at Nelson's side during the battle of Trafalgar, and also present during the mass mutiny of the Royal Navy around the same time.
