He meant in the Darwinian sense...the urge of the species to reproduce itself, despite the individual's personal wishes. Alec+Tess=1 biological family, and he had no right to interfere with that, which he would do by accepting Tess. The only way he can accept her is if her biological 'mate' no longer existed. Remember, Angel has decided not to become a clergyman like his father and brothers, in fact he's got grave doubts about Christianity alltogether, especially the fourth article. He has to replace his lost Christian belief with something , and he chooses, in this case, Darwin's theory of Natural Selection a.k.a "The Survival of the Fittest."
