And what a good word 'officious' is for describing their behavior--to act as if with official authority but lacking in a genuine sense of duty and service to others.
By the way, COnstanza, I found out who Fanny Ward was in Cold COmfort Farm--she was a very famous Silent Movie star. If she had lived to the Age of Television, she would have been old indeed! No wonder Aunt Ada Doom thought to model herself after such a guiding Light!
