A vole is a rodent; this type includes many European and North American mice. A water-vole must live near the water, I guess. Urk must have had to catch a ton of them to make a hat, or whatever it was he made with the vole skins.
CCF has sent me to the dictionary more than any other book I've read lately. I always feel compelled to look up the words. More often than not, I haven't been able to find them because Gibbons invented them, and I don't own the Oxford dictionary.
