Jane was pretty young when she wrote this, I doubt it ever entered her mind then to try and publish her stories which were then basically written for her own and her family's amusement.

And later on, it would have needed a lot of rewriting and expanding to publish as a book. Perhaps Jane was busy with other manuscripts or simply thought that a whole novel-length story of Lady Susan would be a little more Lady Susan than people could take! I imagine it would be hard to sustain that kind of character for 400 pages! Though, of course I love her! ;-)
