The original Assembly rooms were between the Abbey and the river, in what is now the Parade Gardens. Jane Austen knew them as the Lower Rooms. The New,or Upper Rooms were opened in 1771,between Bennet and Alfred streets, i.e. higher up, away from the river. The Upper Rooms were grander and more popular, and the old ones declined in popularity.
Or so says one of my Bath guidebooks!
